Regards the Bay Area Reporter story. It sounds less like a poll and more like a focus group survey. Using respondents reactions, whomever behind it can pick and choose which statements seem to sway listeners, and that's what ends up on Campaign literature. They aren't trying to sway the caller, they're trying to figure out *what* sways the caller in order to sway everyone else.
I got a call last night, that quickly glossed over Gavin and the three D8 candidates. It then went into a series of questions regarding Props L and M (Sit/Lie and Community Policing). The questions had a Prop L bent - "If you heard that Proposition L would improve conditions on streets by doing A/B/C would this improve your opinion of the proposition, have no impact, or decrease your opinion".
"If you heard that Prop M was designed as a 'poison pill' to Prop L".
Testing reactions of various voters to various statements to see how they react so they can design their literature.
I predict that the call was funded by Prop L supporters not so much because of the slant of the questions (the information would be theoretically useful for M supporters as well) but because I assume that Prop L has more money behind it.
I'm shocked that you even read a local gay paper.
