Regarding the Duncan Street former duplex, where is the questionable permitting title coming from? I didn't see it in the link. I read the article and 3 comments.

Anon,

This complaint highlights the problem: http://dbiweb.sfgov.org/dbipts/default.aspx?page=AddressComplaint&ComplaintNo=201563441

Here's the permit update that recognizes 2 units:
http://dbiweb.sfgov.org/dbipts/default.aspx?page=permit&PermitNumber=201604084319

That permit has been issued, but like most other Building permits related to the property are incomplete. Best we can tell there is no Certificate of Final Completion. And no - there wasn't a Discretionary Review hearing to remove a unit from the market.

The article on old people fails to realize that many of these people own their homes and will be leaving them to their children. That's how I got my home and my son will have it when I'm gone. Its how many natives are able to stay here. And my property taxes are less than what most people pay for a couple of months rent!!!
