How did they figure this one is out of order? Did a house burn down because the box didn't work? Is everyone ok? Do we need to call 911 to tell them the box is broken?

How Did They Figure This Out....?
The fire and police call boxes seem like a throwback to another time, but we've always been comforted by them. After all, in an emergency, our cell phones aren't guaranteed to work. And then we came across this today:
How did they figure this one is out of order? Did a house burn down because the box didn't work? Is everyone ok? Do we need to call 911 to tell them the box is broken?
